Individuals arriving to United States are inspected by officials of the US Government.
Inspection consist in four separate steps, which are Public Health, Immigration, Customs

The airline gives to all non-United Stated citizens a form to complete called Form I-94 or
Form I-94W.
The forms ask for identification details and the address where you will stay in the United
States.

queue up in the inspection line to be interviewed by a immigration inspector.
You will be asked about why you are coming to the United States and the documents you may
required and how long you are allowed to stay.
This normally is a short interview and the inspector will take a decision about if you are
allowed to proceed. If you are allowed the inspector will stamp your passport and issue a
completed Form I-94 to you. This form will show what immigration classification was given
and how long you are allowed to stay in the United States. Next you will be allowed to
proceed to Customs.
